What the law requires
- The EU Whistleblowing Directive requires public-sector employers and private employers with 50 or more staff to set up internal reporting channels; national laws set the details.
- The channel must protect the completeness, integrity and confidentiality of information and allow durable storage.
- Responsible staff are designated to handle reports without conflicts of interest.
- Reports can be made in writing or orally, receipt is acknowledged within 7 days and feedback is given within three months.
- Clear information on how to report must be easy to find. In Bulgaria, for example, the rules must also be reviewed at least every three years and a non-public register of reports kept.

Boundaries
- We do not examine reports on the organisation’s behalf; its designated staff do.
